THE CITY STAGED
PUBLIC SPACE AND THE URBAN FABLE OF THE NEW DOCKS

The article critically analyzes the symbolic and political uses of public space based on the case of the “Novo Cais” project, launched by the Recife City Hall in 2024. Situated in the same territory where, years earlier, the Ocupe Estelita Movement rose up against the Novo Recife project, Novo Cais recycles discourses of participation, innovation, and urban reconnection. However, instead of promoting real inclusion, it reaffirms a logic of the spectacularization of the city and the subordination of the territory to the interests of real estate capital. The present research starts from the understanding that public space is not a neutral given, but a field of symbolic and material dispute. Utilizing documentary and qualitative analysis, the investigation relies on sources such as photographic records, publications from collectives, journalistic articles, and institutional documents, in addition to the theoretical framework of authors like Manuel Delgado, Milton Santos, and David Harvey. The article contrasts the official narrative of Novo Cais with the insurgent experience of Ocupe Estelita, revealing how hegemonic discourses appropriate social agendas to legitimize exclusive urban transformations. By treating the city as a staging (dramatization), the text highlights the need to understand the mechanisms of the symbolic capture of public space and their effects on the unequal production of the contemporary city.
