Internacionalização universitária: múltiplos atores, políticas e línguas em interação

Resumen

Este estudio tuvo como objetivo construir un modelo de política lingüística (PL) que busca promover prácticas lingüísticas más democráticas para apoyar la internacionalización de las instituciones de educación superior (IES) en Brasil, considerando principalmente las cuestiones de gobernanza y tomadores de decisiones en la PL. Para ello, se realizó una investigación bibliográfica centrada en los tomadores de decisiones (indicados aquí como actores/agentes políticos, ya que actúan en cuestiones de diseño, implementación y evaluación de políticas) y las cuestiones de gobernanza, considerando el ciclo de políticas discutido por Ball (2019) y destacado por Gimenez (2013), así como temas relacionados con las políticas lingüísticas en general, la internacionalización y el multilingüismo. También se utilizó una encuesta en la que participaron instituciones que forman parte del programa Capes PrInt (programa de internacionalización institucional), establecido en 2017. Los resultados sugieren que los siguientes aspectos deben ser considerados al diseñar políticas lingüísticas para las IES brasileñas con vistas a los procesos de internacionalización: múltiples agentes y niveles; interpretación de políticas; políticas como intervenciones textuales; habilidades de agencia; relaciones entre agentes; y negociación de políticas. De este modo, se espera que (adoptando estos aspectos) las prácticas lingüísticas sean más democráticas en contextos universitarios impactados por procesos de internacionalización.
